Fazaia is administered by the Pakistan Air Force housing directorate, not a developer's sales office, which means the transfer runs on the scheme's own documented procedure. Here is that process end to end — including the route overseas buyers use.

The society is approved.Your plot still isn't.
This is the distinction that costs overseas buyers the most money, so it is worth stating before anything else. Fazaia Housing Scheme is LDA-approved and institutionally sponsored. That tells you the scheme is legitimate. It tells you nothing about whether the specific plot you are being offered has clear title, cleared dues, and permission to transfer today.
Those are separate questions with separate answers, and they are settled through the scheme's own allotment records and its NOC-for-sale process — not by the seller's assurance and not by a portal listing. The sequence below is how that gets established, in the order it needs to happen.
The process
Eight steps, in the order they have to happen.
Skipping ahead is how buyers lose money here. Every step below exists because we have seen what goes wrong when it is left out.

Fix the phase and the block first
Before any plot, decide which phase and which block. Phase 1 and Phase 2 are different markets about 5 km apart, and within each, blocks trade at real differences. A price only means something once you know what it is a price for.

Verify the allotment and transfer standing
Confirm with the PAF housing directorate that the file is in order, that dues and any non-utilisation charges are clear, and that the plot is transferable today — not blocked, disputed or pending. This is a records check, and it happens before money moves.

Confirm who is actually selling
Verify the seller is the recorded allottee, or holds a valid, attested authority to sell on the allottee's behalf. Fazaia's procedures distinguish between sales by PAF personnel and general-category sales, and between direct sales and sales through a Power of Attorney — each has its own NOC route.

Locate the plot on the ground
Physically demarcate it. Confirm the block, plot number and dimensions match the file, and look at what is built either side. In Phase 2 especially, two plots with identical paperwork can be very different assets depending on whether anything has been built around them.

Price it against comparables, not hope
Compare the asking price to current asks for the same size, in the same phase, in a comparable position. A plot above the going rate needs a reason you can point at — a corner, a park face, a wide road. If there is no reason, there is no deal.

See it on video before you commit
For overseas buyers this replaces the site visit you cannot make. Real, unedited video of the plot, the street and the surroundings — not brochure renders — before any token money is sent.

Secure it with token money only
Token money holds the plot while the paperwork proceeds. The balance is not sent ahead. This is the structural protection for a buyer who is still abroad: your full purchase price is never sitting with someone else while you wait.

Obtain the NOC for sale and complete the transfer
The scheme issues its no-objection certificate for the sale, the transfer is recorded with the housing directorate, and the balance is handed over in person on the day. If you are buying from abroad without travelling, this is the step your attorney performs under the Power of Attorney.
Transfer charges, NOC fees and non-utilisation charges are set and published by the PAF housing directorate and are revised from time to time. We deliberately do not quote figures here that could be out of date by the time you read them — ask us for the current schedule, or check the scheme's own portal.
Buying from abroad
The Power of Attorney route.
Fazaia's own procedures explicitly recognise sales conducted through a Power of Attorney, which is what makes a fully remote purchase possible. Getting the document right the first time is most of the work.
Attested where you live
The Power of Attorney is attested by the Pakistani embassy, high commission or consulate covering your country of residence — the Consulate General in Dubai, the High Commission in London, the Embassy in Riyadh, or the US consulate for your state.
Rules differ by country
Saudi Arabia requires a valid Iqama and witnesses present in person. A Manchester-attested POA must be used in Pakistan within 120 days. US consulates require proof you live in their jurisdiction. Check yours before you book the appointment.
The online route exists
Pakistan now offers an automated online Power of Attorney with NADRA identity verification and an online interview, for a fee of around USD 36 per document. Whether it suits your case depends on your country and the transaction.
Wording matters
A POA that does not clearly authorise the specific acts — society transfer procedures, NOC applications, registration — gets rejected and you start again. We draft the wording to Fazaia's requirements so it is accepted first time.
What you will need

Valid passport
Current passport for identification, and to evidence overseas status where that applies.
CNIC or NICOP
Your Computerised National Identity Card, or NICOP if you are an overseas Pakistani.
Power of Attorney, if you are not attending
Attested as above. Required if a representative is to complete the transfer on your behalf rather than you attending in person.
Proof of funds
Standard documentation of the source of funds, handled transparently and in line with regulations.
Before you pay anything

A listed price tells you what someone hopes to get. It tells you nothing about whether the plot is clean. This is the sequence we work through before a client of ours commits a single rupee.
Allotment and transfer standing
We confirm the plot's file is in order with the Fazaia housing directorate, that dues are clear, and that it is actually transferable today: not blocked, not disputed, not pending.
Ownership chain
We verify the seller is the recorded owner or holds a valid, attested authority to sell. This is where most overseas buyers get hurt, and it is entirely preventable.
Physical demarcation
We locate the plot on the ground, confirm the block, plot number and dimensions match the file, and check what is actually built either side of it.
The price against the index
We compare the asking price to the current per-square-foot rate for that block and size. A plot 15% above index needs a reason: a corner, a park face, a wide road. If there is no reason, there is no deal.
Video walkthrough before you fly
You see the plot, the street and the surroundings on real, unedited video while you are still overseas. You commit token money only after that, and pay the balance in person at transfer.

How do I transfer a plot in Fazaia Housing Scheme Lahore?
Transfers run through the Pakistan Air Force housing directorate rather than a private developer. In outline: the plot's allotment record and dues are verified, the seller's standing as recorded allottee (or attorney) is confirmed, the scheme issues a no-objection certificate for the sale, and the transfer is recorded with the directorate against payment of its transfer charges. Fazaia publishes separate NOC routes for PAF personnel and general-category sellers, and for sales conducted through a Power of Attorney.

Many buyers still prefer to travel for the transfer itself and send only token money in advance — both routes work.
What should I check before paying token money on a Fazaia plot?
Four things, in this order: that the allotment file is in order and dues are clear with the housing directorate; that the plot is transferable today rather than blocked, disputed or pending; that the seller is the recorded allottee or holds valid attested authority to sell; and that the plot physically exists where the file says it does, with block, number and dimensions matching. Only then does the price become worth negotiating.
Is a Fazaia allotment letter enough proof of ownership?
An allotment letter evidences the allotment but does not by itself confirm that the plot is currently transferable or that dues are clear, and lost or duplicated allotment letters have their own procedure within the scheme. Verify the position directly against the housing directorate's records rather than relying on the document a seller shows you — that check is quick, and it is the one that catches problems.
