The overview

The part of Fazaiathat is finished.

Phase 1 is the original scheme: acquired from December 2003, planning finalised around 2005, and occupied by residents from roughly 2010 onwards. It runs across blocks A through K over approximately 4,000 Kanal, directly on Main Raiwind Road at Kot Channan Din, about 12 km south of Thokar Niaz Baig.

What distinguishes it from most Lahore societies at any price is simply that it is done. Underground electricity, a sewerage system, water filtration plants, a central mosque, a commercial plaza, schools, parks and green belts are built and operating — not scheduled. The boundary wall and controlled entry are in place. You are buying into a neighbourhood rather than onto a plan.

The practical consequence is that Phase 1 behaves like a mature resale market. Stock turns over between owners rather than being released by a developer, pricing is set by what comparable plots on comparable roads actually fetch, and a corner or a park face or a 100-foot road commands a real, quantifiable premium.

Phase 1 fronts Main Raiwind Road with its own interchange off the Lahore Ring Road southern loop, which is the single biggest reason its rates run roughly double Phase 2's. Thokar Niaz Baig is about 12 km north, Shaukat Khanum Memorial Hospital is a short drive, and Defence Road is reachable in roughly nine to fourteen minutes depending on traffic.

The wider corridor has continued to build out around it — Beaconhouse National University, Sharif Medical City and the established southern societies are all near neighbours — which is what has kept demand here steady rather than speculative.

HS Estate's own office is on the same corridor, about a kilometre away. That is not a marketing line: it is why we can walk a plot, photograph a street and confirm what is actually built either side of it on the day you ask.

The investment case

Phase 1 is the liquid end of Fazaia. As of August 2026, 1 Kanal plots average around PKR 3.90 crore — roughly PKR 8,700 per square foot — and are up about 25% over twelve months, while 10 Marla plots average around PKR 2.30 crore at roughly PKR 10,200 per square foot, up about 19%. Live asking prices for 1 Kanal run from roughly PKR 3.70 crore to PKR 4.95 crore, and that spread is the block, the road width and the corner, not noise.

The case for paying it is straightforward. A finished society with residents in it has a resale market; an unfinished one has a waiting list of hopeful sellers. If you may need to exit, or you want to build without living on a construction site for five years, that difference is the entire product.

The case against is equally straightforward: you are buying at the top of this society's range, and the appreciation that has already happened is appreciation you are paying for rather than capturing. Phase 1 is a sound hold. It is not an early entry.

In a mature market the society is not the variable — the specific plot is.

Road width and position

A 1 Kanal on a 100-foot road, on a corner, or facing a park is a materially different asset from an interior plot of identical size — and the asking prices reflect it. Establish which one you are being quoted before you compare it to anything.

Block, specifically

Blocks A to K are not interchangeable. Proximity to the main gate, the commercial plaza and the developed core moves the rate. Ask which block, then ask what that block actually trades at.

What is built either side

In a largely occupied phase, an empty pocket surrounded by construction is a different proposition from a plot between two finished houses. We photograph the neighbours, not just the plot.

Transfer standing and dues

Resale stock can carry outstanding dues, non-utilisation charges or a transfer block. The scheme's own NOC-for-sale process is where this surfaces, and it is worth surfacing before you pay a token, not after.

Neither is better outright — they suit different buyers. Phase 1 is finished, occupied and liquid, so it suits anyone who wants to build soon or who may need to resell; you pay roughly double Phase 2's rate per square foot for that certainty. Phase 2 is cheaper, newer and has more room to grow in percentage terms, but on a smaller base and with a thinner resale market. If you need an exit route, Phase 1. If you can hold and wait, Phase 2 deserves a look.
